For what it's worth...
I'm ward clerk, and my bishop, who was the only other admin on the system
besides me, gave full rights to the Exec Sec, which I hadn't set up.  It's
his ward, he can do that :-)  I think the original reason was to let him
export to his PDA.  He now tends to act as an administrator when I'm not
readily available.  It's working just fine because we all have the same
goals and trust each other to get the job done right.

If HQ wants these responsibilities divided, they should make make a separate
security right to export membership data for PDA use.
