I also saw the letter.  It did come to stake presidents.  It said no shortened blocks this year.

  There's a current post on Millennial Star asking about whether or not
  the
  Church issued a letter this year allowing Bishops to abbreviate services
  on
  Sunday (Christmas Eve). The report seems to be that some Bishops are
  abbreviating services to 1 hour on Sunday, while others are maintaining
  that in the absence of a letter from Salt Lake allowing it, they will
  hold
  a full 3-hour block of services.

  Last year, if memory serves, the Church allowed Bishops to hold 1 hour
  services on Christmas day (a Sunday). The question is whether or not
  they
  can choose to do so this year.

  In my mind, part of the question is how much leeway to Bishop's have?
  Can
  they simply decide to hold shorter services without a letter from Salt
  Lake?
