I believe it's how many have IPs assigned to them. In your example of 4
ward clerks working while the FHC is shut down, you're fine. But what about
the clerk that comes in during the week when the FHC is open. Or when the
FHC is open for a Sunday School class?
If it becomes a problem, someone will need to call SLC and get more
licenses. It's not that big a deal - once you know that you can do so.
