All Stake Presidents and bishops and their clerk have access to it, but they have to contact Salt Lake City to get set up.

I assume the CDOL website replaces the CDOL CD that use to be sent to
our unit. Is this site only available to Stake clerks or can we access
it at a ward level? I use this a lot for transferring records or
  sending correspondence.

Those of us who have access to the CDOL website could find that for you
from an address. Your stake clerk could do that for you. I could do it
for you if you email me privately.

I've just booked to go to Utah for Christmas, our first trip as a
    family to USA.

As part of our trip we'd like to suprise a couple of Missionary
Companions both my wife and I served with over 20 years ago. We know
where they live as we have their address but we thought it would be
nice to turn up at Church and really suprise them whilst there.

Any ideas on how I can find out what Ward they are in without giving
the game away. I know Utah has lots of Wards and Stakes so it's not
    that simple.

    Thanks
    Paul Street
Ward Clerk - Orpington, Maidstone England Stake
