As I understand it, machines are to be swapped out on a 5 year
schedule - unless they fail minimum specs. In that case they probably
are to be swapped out immediately.
However, I think, the issue is budget. I believe the current
situation is machines comes out of one of FM's pockets. So you've
ended up caught between a policy and an accountant. A modern day
version of a rock and a hard place.
