SLC sends recommend books to the wards.  The number ranges are registered by
unit in MLS by SLC for all recommend numbers sent to units in a given stake.
An error is raised in the stake MLS if the stake clerk activates a recommend
issued to a unit outside your stake. 

Bishops/branch presidents can borrow from another unit in the stake if they
run out before a new book arrives (like checks, they are now sent
automatically based on the recommend numbers that are activated).  But if
you borrow from a unit in the building that's in another stake, MLS will
know.  You can ignore the error and activate the recommend anyway, but
should check to see why the number was off.  One valid reason is a member
who gets a recommend from the ward and moves into a new stake before getting
the stake signature.

Does the stake get recommends for all of the units, or do the individual
units get them?  I had heard that part of the process is that the range of
recommend numbers also needs to be registered by the stake.
