I disagree. Our stake presidency is always concerned about the amount of
fast offering paid by each unit versus the amount of money paid out for
assistance to members. We have been a huge consumer of fast offering funds
for years, and our stake president really doesn't like that. He uses this
information during his PPIs with the bishops each month.
