There's your solution. Everybody just switch to paying their fast
offering to headquarters, and then the bishops will all explain to the
stake presidents and the stake presidents to the area presidents and
so on up the chain that the reason they paid out more than they took
in was because their members paid in to headquarters. If headquarters
wants a better explanation than that, they can fix the way they keep
track of the reports.
