So THAT's what they were trying to tell me!
The dialog box says:

"The user 'Bishop' is referenced in one of the database records and 
cannot be deleted.  For now, 'Bishop' is flagged as inactive.

I've never seen a Bishop go "inactive" so fast - he was just released 
Sunday :-)
"one of the database records" doesn't mean anything to me.
It would have been nice if the developers had used ACTUAL English words 
to explain the problem.
The way I read that, it meant this USERNAME was REQUIRED, so I was 
trying to attach the "new" office holder to this username.
I did use actual names for all the new ones I added, so I'll just remove 
all the old ones using position names.
This does raise one interesting problem.  All members of the old 
bishopric WERE listed by name and have now been removed.  What if one of 
them gets called into the High Priests leadership (which is now vacant) 
and needs to be put back in?  MLS won't let me use that username again 
(until the "inactive" time expires).  I would HAVE to use a different 
username.  I guess there's always creative spelling or middle initial 
options.

I don't know how an auditor can get away with dinging you on this one.  
There ARE no audit procedures for MLS even though CHQ has had 4 YEARS to 
develop some.  I'm the guy who set up all the units in my stake, and 
there were NO guidelines for setting up usernames.  MLS lets you enter 
ANY username you like.  I can use "Alfred E Neuman" for my username if I 
want, because there is a second box to tie that name to my membership 
record.

Thanks for the explanation.  Now I know that the "problem" really isn't 
a problem.
