Perhaps they provided those type of cups because a vendor gave the church the best deal. It could have been that the regular vendor ran out and the white ones are just fill ins until the regular ones come back in stock.
I don't think that you need to bother stake presidents and the Seventy about noisy sacrament cups. They have more important things to do than bother with that.
You could just call the distribution center and register your observations. You could also have the bishop sign a letter on official letterhead sent to the distribution department. That would be the fastest and easiest thing to do. The people who make those decisions are purchasing agents and managers and if they knew that white cups are noisy, then they probably won't buy them anymore.
In our stake, we have so many little babies crying in our Sacrament Meetings that we would not ever notice if the cups were too noisy.

corrective action. (Why do things like this happen? Haven't the folks
at the Distribution Center ever heard of the adage: "If it's working,
don't fix it!" ?)
Also, to quell the noise with the white cups, you could put a folded
paper towel in the bottom of the tray.
