About 98% correct. <g> If the building has an Institute, FM Group office
or something where there is a church *employee* office, then there's
probably already an authorized Church Communication Network there. But for
the vast majority, it will be the presence of an authorized FHC that will
cause a CCN to be installed. And last I heard, the church wasn't
authorizing any additional FHCs in North America.
