I find it interesting that Church HQ has told us to use the Stake budget to
pay for surge protectors, wireless adapters, cables, and other items. It
therefore follows that we may purchase other pieces of hardware using our
stake budget.
My stake president said he would rather have each unit purchase such things
out of their own budgets. My stake clerk said it makes no difference whether
the stake pays for it, or the unit pays for it. Different pocket, same
pants.
When I started maintaining church computers in 1995, we simply charged such
things to Other, Code 8. Now we may only do that with special dispensation.
I doubt I will even try. I'll either ask for local funds, donations, or
simply leave the work undone.

supposed to be paid out of budget, then is there really any difference
whether it is paid locally or globally? It may come out of a different
pocket, but it's still the same pair of pants.
Purchasing "globally" would actually be cheaper due to volume buying power.
