I thought we had the same problem a few months ago. I called the HQ phone
number posted on the cabinet, but there was no answer. I called one of our
local friendly FM workers, and told him I couldn't find a power switch
inside the satellite cabinet. He told me to turn around, open the breaker
box, and recycle the power to the satellite cabinet using the clearly marked
breaker. I saw the lock on the break box door, and my heart sank. Luckily,
they had left it unlocked for just such an occasion.

No. The power cord and receptacles are in the box itself. The only thing
going in to the box is the coax from the dish, and the only thing going out
of the box is the coax to the distribution points.
One option would have been to try to figure out which circuit breaker the
system is on, but we did not have keys to the circuit breaker panels,
either, and there are seven of them, so it was not worth the trouble.
Those who had come to see the broadcast were sent home and asked to watch it
on the internet.
