We tried that, and it often works, because the local central office 
switches local numbers and toll-free numbers differently.

In our case, the problem is with the basic line to the office.  The 
meetinghouse is nearly six miles from the central office on old copper 
lines that are 20 years old.

Since the phone line will still support 14.4Kbps, the position of the 
phone company is that when we occasionally get 28.8Kbps we are actually 
getting twice the service we are paying for, and they do not intend to 
fix the problem.

So far, the Church has been willing to accept that level of service, 
especially since it is a contractual level of service, and no amount of 
cajoling from Hq has been able to guilt them into investing in a new six 
mile cable run.

 From a business standpoint, I understand the phone company's position. 
  It still stinks.
